fix: restore frontend source code (src/web/) that was accidentally deleted

Frontend source is needed for development/building the SPA.
Only Node.js runtime server code should be removed.

refactor: purge Node.js, Rust is the one true backend
...
- Moved boosapi-rs/* to repo root
- Deleted all Node.js source (src/server/, src/web/, scripts/)
- Deleted node_modules, package.json, tsconfig, vite.config
- Updated .gitignore and AGENTS.md for Rust-only stack
- Fixed static file path for frontend dist/web/
- Dockerfile stays the same (already Rust-only)
- Kept dist/web/ for Rust static serving

Layout fixes:
- Title uses flex:1 + text-overflow:ellipsis, badges always right-aligned
- Enable button has minWidth for cross-card vertical alignment
- Icon and badges use flexShrink:0 to prevent compression
Performance:
- Wrap RouteCard with React.memo to skip re-renders for unchanged routes
- Change callback props to accept routeId for stable reference compatibility
