feat: 管理员创建用户自动生成密钥 & 用量统计 API
- create_user() 自动生成 sk-user-* 密钥并关联用户
(使用事务确保用户+密钥原子创建)
- 新增 GET /api/admin/users/{id}/usage 返回用量统计
(总请求/成本、7天成本、30天趋势、最近50条日志)
- api.ts 新增 getUserUsage(id) 方法
- mod.rs 导出 stats 模块供 user 路由复用

fix: 修复后端 API 路径不匹配
Gemini 创建的路由为 /v1/user/logs 和 /v1/user/summary，
但前端 api.ts 调用的是 /api/user/logs 和 /api/user/summary，
改为 /api/ 前缀修复 404。

refactor: purge Node.js, Rust is the one true backend
- Moved boosapi-rs/* to repo root
- Deleted all Node.js source (src/server/, src/web/, scripts/)
- Deleted node_modules, package.json, tsconfig, vite.config
- Updated .gitignore and AGENTS.md for Rust-only stack
- Fixed static file path for frontend dist/web/
- Dockerfile stays the same (already Rust-only)
- Kept dist/web/ for Rust static serving
